Is it possible to set up a cfg file what uses Sand / Ocean / Swamp / etc. as default hex type for tiled maps?

The default background tile can be modified at Efile level only, so you can’t change it for an individual scenario.

For an Efile, you can define the default hex type in hex_tiledecors[0-21].cfg for each latitudes with $bkg_ter variable. You should give the code of the selected terrain (you can see them in Suite Mapx Editor).

But you should be sure the selected terrain is a complete hexagonal (in the default tilesets there are only two of them: Clear and Ocean). Unless you made your own tilesets, it is not recommended to change any lines of the hex_tiledecors[0-21].cfg files.
