What is purchase unit cap and how can I set it?

Purchase unit cap is a limit defining how many new units you can buy during the entire scenario. It’s important: it doesn’t say how many units you can have, but how many of them you can buy. It works like in the original Panzer General. If you lose core unit(s) during the scenario, the available free slot will increase. However, if you play a campaign, and you don’t reinstate the lost unit(s) in the same scenario, you can’t repurchase them later.

Purchase unit cap can be set in Suite “Scenario Summary View” (when you open a scenario). Press the “Scenario Options” button, and enable the “Purchase unit cap” setting:

After closing the Scenario Options panel, you see the “Scenario Summary View” again. Please find the “Units to buy” textbox, and type the number you want as a purchase unit cap. It affects the actual scenario.
