What does exactly mean this scenario setting: “Allow roads on any terrain”?

PG2 and OpenGen in PG2 mode ignore roads over impassable rivers, so even if the scenario map defines a road crossing an impassable river, units can’t use that road. OpenGen (in OG mode) allows to use roads defined over impassable rivers (or any other terrains not passable for some movement methods like “ocean”, “escarpment”, “swamp”, etc.) as true bridges (same than with normal rivers) when this option is enabled, so units can cross impassable rivers, etc. using the predefined bridges.

However, pontoon units (having <B> bridge special) standing on an impassable hex don’t act as road (bridge) layer by default, unless the Efile maker has allowed it by special settings.
