When Polish forces were still involved in Belarus, General Staff in Warsaw carefully planned its next step. After last year offensive, Polish forces captures very good positions for further action in Pomerania, but as nobody wants war on both fronts, it required to finish Minsk offensive first.

But, when summer came, the whole situation became more much dynamic. Germans regained control on their nothern lands, and managed to finish very advanced but also late missile program. At the same time Kriegsmarine forced Danish government to let them establish base at Bornholm. This way island virtually fall in German hands. Afterwards, Luftwaffe starts to threat Sweden and Poland with V-1 and V-2.

It was high time to made some decisions. Need to recapture Bornholm was obvious, but main problem was Kriegsmarine. Its ships managed to avoid any bigger damage in last years battles and still were main threat for everybody in Baltic sea. Without eliminating these units any landing at Bornholm, not mention Sweden, was unthinkable. Unfortunately, polish fleet was way to small for such a task.
